The Job:

This is a responsible administrative position providing technical assistance and support to Clerks of Court.  The Field Operations Specialist provides support to clerks and court administrators in staff selection, office organization, training, scheduling, case management and other operational matters; assists in the identification and implementation of quality improvement practices and procedures associated with case processing standards; assists in analyzing management reports and implementing court improvement recommendations; assists in supporting policies and procedures that enhance consistent, timely and accurate statewide standards for effective case processing; and makes recommendations regarding policies, procedures, staff training and other resource needs based on caseload data; participates in the design, organization and conduct of operations reviews of clerks’ offices.  The position works closely with the Director, Clerks Office Court Operations and other court administrators as required in carrying out duties.  Knowledge and experience in clerk case processing procedures and in the organization and functions of the Judicial Branch are required.  Extensive statewide travel is required.

 

Salary Range: 

Grade 16, $33.09 to $43.11 per hour.

Responsibilities:

  • Provides assistance to clerks in matters involving staff selection, office organization and training.
  • Maintains current expertise on the functioning of MEJIS and general case processing and procedural practices.
  • Is part of a team that develops training curriculum and conducts formal training. 
  • Reviews practices involving accurate and complete recording of events associated with case processing and scheduling.
  • Develops improvement recommendations to support the consistent, accurate and timely recording of required case events while identifying efficiencies to minimize duplication of effort. 
  • Assists with special or unique problems in Clerks' Offices caused by staffing shortages, vacancies, backlogs, or other special circumstances.
  • Provides feedback and recommendations to Director of Clerks Office Court Operations on enhancements that are needed in training and implementing effective systems for case processing and management priorities.
  • Collaborates with other Judicial Branch administrative personnel in a systematic approach to enhancing support to court operations. 
  • Participates in the design, organization and conduct of operations reviews of clerks' offices.
  • Assists clerks with scheduling and case flow management activities consistent with the New Model for Scheduling.
  • Assists in identifying case backlogs, using Open Case Reports and other data, and implementing appropriate measure to alleviate backlogs.
We’re Looking For:
  • Associate’s Degree or Bachelor’s Degree in a related field or significant experience in leading and managing staff.
  • Experience in both trial courts is preferred.
  • Experience in a Clerk’s Office; familiarity with training, supervisory responsibilities and court operations is required.
  • Knowledge of the organization, functions and operations of the Judicial Branch.
  • Experience with filing, docketing, scheduling and processing of all case (DC & SC) types and other matters coming before the court.
  • Experience with scheduling pre-judgment and post judgment activities, trials, motions and other proceedings.
  • Experience maintaining financial records and accounts as necessary to process all fines, fees, costs and other funds paid to or through courts.
  • Experience training and providing technical assistance to individuals learning the processing of cases through the system.
  • Ability to assist Clerks in the selection process in preparing recommendations to the Director of Office of Clerks of Court for hiring personnel in the Clerk’s Offices.
  • Ability to interact effectively, including written and oral communication skills, with Clerks, other court personnel, Judges and Justices, Magistrates, administrative staff and others within the Judicial Branch.
  • Skilled in the use and care of computers and other office equipment.
